2 MOE Schools Will Relocate Due to Changing Demand in Singapore

On 16 Jan at 1:00 pm, the Ministry of Education (MOE) announced the relocation of two schools, Kranji Primary School and Outram Secondary School.

Namely, Kranji Primary School will move from its current location in Choa Chu Kang to Tengah.

On the other hand, Outram Secondary School will move a little further, from York Hill to Sengkang.

All relocations, as well as other openings or closures of MOE schools or MOE Kindergartens (MK), are carried out due to shifting demands for schools and pre-school places across Singapore, according to a press release from MOE.

In doing so, they consider factors such as the current and projected population and the availability of school and preschool places.

Relocation of Kranji Primary School

Old location: 11 Choa Chu Kang Street 54, S(689189)
New location: Along Tengah Garden Walk
Year of relocation: 2028

Kranji Primary School at Tengah campus will begin in 2028, and parents interested in enrolling their children at this facility can register during the 2027 kindergarten registration exercise.

Together with Kranji Primary School, MK@Kranji will also be relocated to Tengah.

Both institutions will stop accepting Primary 1 (P1) or Kindergarten 1 (K1) students from 2025 and will remain operational until the end of 2025.

Kranji Primary School will stay in operation until all existing students graduate by the end of 2029.

For the siblings of existing students participating in the P1 Registration Exercise in 2024, Kranji Primary School will not be one of the options.

However, within the area, there are sufficient P1 places in other schools, including Yew Tee Primary School, De La Salle School, and Unity Primary School.

In fact, it is precisely because of the surplus of primary schools and sufficient government-supported preschool options for families in Choa Chu Kang North that has caused this relocation to take place.

Meanwhile, MK@Kranji will continue to operate until the end of 2025 next year when all of its K2 students move on to P1.

Similarly, the new P1 students here cannot choose Kranji Primary School in the 2024 P1 Registration Exercise.

Notably, the new location will be between Garden Bloom @ Tengah as well as Garden Court @ Tengah, which are both currently under construction.

According to BTO HQ, Garden Bloom @ Tengah is scheduled to finish construction works by 1 Sep 2025, with 7 residential blocks that are 15 storeys in height, and a total of 782 units.

On the other hand, Garden Court @ Tengah, bounded by Tengah Garden Avenue, Tengah Garden Walk, and Plantation Crescent, is projected to finish by 1 March 2024 this year.

There will be a total of 5 residential blocks ranging from 7 to 15 storeys in height, with a total of 790 units.

It certainly seems like the new Kranji Primary School location is going to be at a strategic location after its relocation.

The relocation is in line with MOE’s announcement in February last year that a second primary school will be opened in Tengah.

Kranji Primary School will be following Pioneer Primary School, which will relocate from Jurong West to Tengah in 2026.

Additionally, it was also announced last year that Anglo-Chinese School (Primary) will also relocate to Tengah from its current Barker Road campus and become a co-ed school in 2030.

Since Kranji Primary School and MK@Kranji Tengah campuses will go into operation from 2028, parents can register their children in 2027.

Additionally, we still don’t know if the name “Kranji Primary School” will suddenly become “Tengah Primary School”.

Relocation of Outram Secondary School

Old location: 3 York Hill, Singapore 168622
New location: Along Anchorvale Crescent, right next to Block 334C HDB Anchorvale
Year of relocation: 2026

The reason for this relocation is straightforward. The northeast area in Sengkang needs more secondary schools.

And why move Outram Secondary School? Because it is in a mature area where the demand for secondary school places is falling.

Nevertheless, MOE recognises how Outram Secondary School is an established school with strong educational programmes.

The new location will be conveniently located within the current HDB apartments along Anchorvale Crescent, and it is directly opposite Sengkang Community Hospital and Sengkang General Hospital.

The closest MRT stations will be the LRT station Farmway and Cheng Lim.

Outram Secondary School will stop admitting Secondary 1 students in 2025.

Instead, it will begin accepting new Secondary 1 students from 2026 at its Sengkang campus, and operate in a dual-campus manner until 2027.

In 2027, after the last batch of Secondary 4 students at the York Hill campus graduate, all operations will be moved to the Sengkang Campus.

Similarly, we still don’t know if the name “Outram Secondary School” will be changed.

Additionally, MK@Bukit View will be a new kindergarten ready in 2028 to meet the demand for preschool places in Bukit Batok West.

The MK will be sited within Bukit View Primary School’s new campus in Bukit Batok West.

Moreover, at Tampines North, more families move to Tampines North with the completion of HDB Build-to-Order projects there, a new primary school with an MK will begin operations in Tampines North in 2029.

Details of the school and MK will be announced at a later date.

Alongside the openings of schools is the closure of MK@Blangah Rise in Bukit Merah.

Apparently, it is one of the first five MKs set up in 2014.
