Just today (Nov 4), authorities announced that PMDs will be banned on footpaths from Nov 5. This includes e-scooters, hoverboards, and unicycles.

And they’re not messing around, because from Jan 1, 2020, those caught riding an e-scooter on footpaths will be liable for a fine up to S$2,000 and/or jail up to three months.

Yes, it’s not a great day for PMD riders. But I may have a little something to lift your spirits.

You Can Exchange Your Uncertified PMDs For A S$100 Incentive From Now Till Dec 31

In September, it was reported that the Land Transport Authority (LTA) was offering a S$100 incentive for the early disposal of non-UL2272 e-scooters from September 23 to November 30.

Fortunately for PMD riders, LTA announced on Monday (Nov 4) that the deadline for this initiative has been extended to Dec 31, 2019.

This initiative was initially aimed at incentivising PMD users to dispose of their non-certified e-scooters in favour of certified ones. But in light of the recently announced footpath ban, PMD owners might want to abandon e-scooters altogether.

Singaporeans are already lining up to dispose of their e-scooters to get that S$100 incentive, as you can see in this picture of a disposal point in Hougang.

It should be noted, though, that you can still dispose of your e-scooter after the Dec 31 deadline, but you won’t get the S$100 incentive, of course.

Criteria for disposal

Now, before you dash out on your e-scooter to get that S$100 incentive, there are some criteria that your device has to meet.

  • The e-scooter must be registered with LTA.
  • The e-scooter must be affixed with a Registration Mark and Identification Mark.
  • The affixed Registration Mark must not be tampered with or display the word “void” on the mark. If the Registration Mark is damaged due to wear and tear, at least one legible character on the Registration Mark must match the corresponding character on the identification Mark.
  • The e-scooter must be disposed of at any of the designated disposal points.

Applicants must also be the registered owner recorded in LTA’s register of e-scooters and maintain a valid bank account number in Singapore for crediting the early disposal incentive.

Registration for disposal

Now, if you’re thinking you can just throw your PMD out the window and have a man show up at your door five minutes later with S$100 cash, well, it’s a bit more complicated than that. You’ll have to register online first.

Here’s how you do it:

  1. Log in to www.onemotoring.com.sg with your SingPass/CorpPass.
  2. On the dashboard, at the “Your vehicles” section, click on the tab of your e-scooter registration number and click on “E-scooter Disposal”.
  3. Complete the online application form for E-scooter Disposal. You will receive a confirmation SMS on your mobile phone upon completing the online application.
  4. Bring the confirmation SMS, your NRIC, and your e-scooter to any of the designated disposal points. You will receive the $100 incentive within 2 weeks after the disposal of your e-scooter, if your e-scooter meets the eligibility criteria.
